anyone know what the numbers written on card signs are for at the junction from peterborough road onto the 1073?

The ones with the flowers opposite the junction of Peterborough Road and James Road?
They have been left by the family and friends of a biker who died there in 2003. I'm not sure of the actual significance of the numbers though.
